| 摘要:本文介绍了我国现行的医疗保障制度与多层次体系，阐述了我国医疗保障体系的水平低、具有明显的福利性等四个特点，并揭示了存在的问题。此外，本文还探讨了我国实现“全民医保”与制度和人群的“全覆盖”的发展策略。 |

| Discussion on the development trend of multi level medical security system |

| Abstract:This paper introduces medical security system and multi level system of our country at present and expatiates four characteristics as such of low level of benefit and obvious welfare. The study then demonstrates some existing problems so far. This paper also discusses the developmental trend of achieving universal medical insurance and universal coverage in the future. |
