| 摘要:对北京市在发展普遍享有基本医疗卫生服务中的理念、思路、政策措施及其初步成效进行分析研究，以便及时有效地总结经验，同时，分析其在改革过程中遇到的问题及解决办法，为全国其他各省（市）发展面向城市居民的基本医疗卫生服务提供参考借鉴。

| Abstract:This study is to analyse the concepts, ideas, policy measures and the preliminary effectiveness in the health reform process of developing universal access to essential health service for all in Beijing, so as to summarize the experience in a timely and effective manner. Meanwhile, problems occured in the process of development and reform in Beijing and their solutions are also analysed. It is expected that the results could be used for reference by other provinces when developing the urban essential health care. |
