| 摘要:本文通过对艾滋病高流行的农村地区的调查，分析了农村艾滋病患者和一般农村居民在经济收入和支出、卫生服务需求和利用等方面的差异；比较了两类人群的疾病家庭经济风险；明确了艾滋病患者抗病毒治疗相关费用；分析了相关部门（艾滋病防治部门、卫生行政部门、新农合管理部门、医疗机构）和不同类别人群（一般农村居民、艾滋病患者）对艾滋病患者抗病毒治疗相关费用纳入新农合统筹基金的态度；基于以上分析结果，本文提出了艾滋病患者治疗费用纳入新农合统筹基金的政策建议。 |

| Abstract:By investigating the rural area with higher HIV epidemic, the differences of income and expenditure, demands and utilizations of health service between general rural residents and rural AIDS patients were analyzed; family economic risk of disease were compared in these two groups; AIDS patients’ medical expense, financing and reimbursement of ART (Anti retrovirus therapy) were measured; the attitudes of the relevant governmental departments (Heath administration sector, Administration agencies of new Rural Cooperative Medical System(RCMS), AIDS Prevention and Control centers and hospitals) and different population groups including expense of ART in funds of RCMS were explored; In addition, the policy recommendations were made in accordance with the results |
