| 摘要:从20世纪70年代后期开始，我国政府借助行政命令、法律规范以及经济激励开始进行医疗卫生体制改革。一方面，市场机制被引入医疗卫生资源的配置过程之中；另一方面，政府仍集所有者、经营者、监管者等多种职能于一身。结果，出现了政府在医疗卫生服务领域的越位、缺位现象，使得许多出于患者利益考虑的改革没有达到预想的效果。因此，需要明确政府在医疗卫生领域的作用框架，逐步转变政府职能，打造有效政府。 |

| Governmental roles in health service：retrospect and prospect |

| Abstract:Since late 1970s, China began to reform its medical service system through the administrative rule and order, legal and economic incentives. On the one hand, market mechanism has been introduced to allocate resources in medical service，on the other hand, government still is the owner, the operator, the regulator, and has many other functions in one. Therefore，many reform policies have not achieved the desired results. It recommends government should specify its roles in health and health care area, transform its functions, build effective governmental function. |
