| 摘要:我国公立医院逐利的背后，有着复杂而稳定的制度系统，支撑着公立医院的逐利动机和逐利条件。要解决公立医院的逐利问题，必须从源头做起，加大财政投入或者调整医疗服务价格体系。对于那些在财政和物价上难以有所作为的地区，解决这一问题需要寻求社会医保的支持。医保先行，然后才有公立医院的补偿机制和运行机制的改革，才能遏制公立医院的逐利行为，才能真正让公立医院回到公益性道路上来。 |

| Policy analysis on the purposes, motivations, conditions and incentives of the profit seeking behavior in public hospitals in China |

| Abstract:What was hidden among the phenomenon that a public hospital paid more attention to seek profit was a complicated and stable administration system which gave them the motivation, conditions and incentives to seek profit, defended various reform strategies, and finally resulted in the profit seek behavior of. To resolve this problem, the government must firstly increase the fiscal investment or adjusts the pricing system of medical service. As to those areas that there were some difficulties to do these, social medical insurance system could be introduced to impulse the reform of compensation and managerial system of public hospitals to regulate their profit seek and really to make them turn back to the role of emphasizing on public good. |
