| 摘要:药品集中采购政策执行过程中，在取得成绩的同时也有新问题不断产生，问题产生的直接原因是政策自身设计的缺陷和执行的不到位，而根源在于相关体制的不完善。本文在系统分析了问题产生原因的基础上，提出在近期要坚持政府主导的方向，在远期更要改善政府部门间以及政府与社会之间的合作治理，推进医药卫生领域的综合配套改革。 |

| Evaluation and analysis of group procurement policy of drugs for hospitals in China |

| Abstract:During the implementation of group procurement policy of drugs for hospitals, achievements are made along with the emergence of new problems. The direct cause lies in the defects of policy design and imperfect implementation, while the root cause relates to some distorted institutional arrangements of the whole health system. Base on systematic analysis of the cause for problems, this paper proposes that government dominance in drug procurement should continue in short term, while in the long run, it is important to improve cooperation among different government agencies and governance between government and society. Overall reform in health care system is also important. |
