| 摘要:药品集中采购制度的改革完善需要分近期和中长期两个阶段来推进。近期应在合理界定政策目标的基础上，坚持政府组织的集中招标议价，同时由政府经办机构集中采购基本药品，并鼓励医院自愿联合采购非基本药品，允许实行量价结合，批量折扣。中长期来看，基本药品应继续由政府经办机构统一询价采购；非基本药品应由医院直接自发组织或委托非政府机构集中采购，政府则重点在制订规范、提供公共信息服务、监管采购行为等方面发挥更大作用。 |

| Policy recommendations on reform of group procurement of drugs for hospitals in China |

| Abstract:Reform of group procurement of drugs for hospitals should be pushed forward at two stages of short term and medium and long term.In short term, policy objectives must be rationalized at first. Drug bidding organized by government should continue and let government affiliated agency procure essential drugs. To encourage hospitals purchase non essential drugs by voluntary group procurement. Price and volume should be combined i.e. volume discounts should be permitted. In medium and long term, essential drugs should still be procured by government agencies. Non essential drugs should be procured by hospitals on voluntary association or consigning to non government agencies.Government will primarily play its role in rule making, public information service and regulation on drug procurement. |
