| 摘要:新医改方案的公布实施，并不意味着医改到此止步，也不代表“看病难、看病贵”问题得以根本解决。根治“看病难、看病贵”问题，最根本的是要稳步推进医疗卫生服务业发展，增加医疗卫生服务的有效供给。为此，需要实现以下方面的重点突破：规范市场准入，营造公平环境，广泛动员各种社会资源参与发展；适应国民需求，适度发展大中型医院，增加优质医疗资源供给；鼓励民办非营利医院，打破公立医院垄断经营格局；发展营利性医院，配套支撑非营利性医院健康发展；深化医院管理体制和劳动人事体制改革，促进医学毕业生充分就业，增加医疗卫生服务供给；纠正扭曲的价格形成机制，还医生一个合理正常的报酬；充分利用信息网络技术，为医疗卫生服务业健康发展搭建信息支撑平台。 |

| Abstract:Neither does the implementation of new health system reform program mean the reform is stop, nor the problem of ‘difficulty and overly expensiveness to consult a doctor’ is fundamentally resolved The key solution for the medical problem is to develop health service sector steadily and increase health services effectively Thus, it is necessary to achieve breakthroughs in following areas: make market access normally and mobilize social resources extensively, develop large and medium sized hospitals and increase the supplies of high quality medical resources, encourage private non profit hospitals and break the monopoly structure of public hospitals, develop profit hospitals and support the development of non profit hospitals welfare, deepen the reform of hospital personnel system and promote the full employment of medical graduates, adjust the distorted price formation mechanism and pay doctor a reasonable reward, take full advantage of information network technology and support the development of health care services sector |
