摘要:2007年卫生部提出了“健康中国2020”战略规划制定工作,科技支撑与领域前沿研究是“健康中国2020”战略规划的组成部分,对实现健康战略目标具有重要意义。分析了各国健康战略的科技支撑重点领域与我国健康科技支撑需求与挑战,形成树立大健康、大卫生、大医学观,实施模式转变、重点前移、转化整合战略,建设支撑发展的科技体系3项战略新思路,确立了科技支撑目标实施的战略重点、前沿领域与行动计划,提出了科技支撑发展保障措施。 |

Abstract:Science and technology based support(STBS) study and cut edge research are an important part of the Healthy China 2020 program, which is announced to be developed by Ministry of Health of PRC in 2007. It plays an important role in the developing process of the Healthy China 2020 program. The study summarizes the demand and challenges for STBS in China as well as the major priorities of STBS in other countries. Three innovative thoughts are formed through estimating the facts of macro health care, macro health, macro medical concept, the transition of medical pattern, the primary care oriented strategy, the integration of effective medical resources, the areas of further supporting the development of science and technology. In conclusion, this study recommends the priorities of implementing objectives in STBS, the cut edge development areas and action planning. A guarantee measures are proposed to secure the STBS. |
