| 摘要:结合目前我国社区卫生服务的发展现状，就社区卫生服务中政府主导的内涵和方式进行了理论探讨，提出在社区卫生服务体系建设中，政府主导的关键是政府充分投入；在投入方式上要以政府举办为主，政府购买为辅；社区卫生服务体系要形成以政府主办机构为骨干框架的格局。 |

| Construction of community health service system: the essence and requirement of government dominated policy |

| Abstract:Based on the development of Community Health Service (CHS) in our country at present, this article theoretically analyzes both the government dominated connotation and the implemental ways in CHS. It comes to the conclusions that, the key of the government dominated is the governments responsibility of full investment in the CHS system construction; the government hosting plays an more important role than government purchase; the government host institution should be regarded as the backbone of the CHS system. |
