| 摘要:本文回顾了卫生总费用核算研究从概念引入、立项和评估、直到成为政府行为的发展历程，分析了建国以来我国卫生总费用的核算结果和政府卫生支出情况，认为政府对卫生的投入应该明确卫生事业的福利性和公益性，进一步提高卫生发展观念的科学性。 |

| Abstract:This paper reviews the development stages of National Health Accounts such as concept introduction, setting up programme and evaluation, becoming a governmental behavior etc. The outcome of National Health Account and Government Health Expenditure in China from the establishment of the Peoples Republic of China are analyzed and discussed here. More concerns should be focused on the welfare and public interest of health service and scientific development view should be emphasized in relation to the government health investment. |
