| 摘要:目的：了解我国乡镇卫生院特定人群保健功能的开展情况，发现制约功能任务充分开展的主要障碍，为完善我国农村基层卫生组织功能提供科学的政策依据。 资料与方法：利用第四次国家卫生服务调查的面上数据和基层卫生机构功能和人力资源专题研究的数据，用描述性分析方法研究。 结果：乡镇卫生院平均开展11.5项特定人群保健服务，占应开展项目数的44.1%；一、二、三级项目的开展比例逐级降低，分别为64.7%、37.8%和11.4%。 结论：增加基层卫生人员数量，提高基层卫生人员能力，并制定有效的激励机制，同时加大政府的财力、物力支持并合理配置，是完善我国农村基层卫生机构的特定人群保健功能的关键。 |

| Analysis on the status quo of specific population healthcare in Chinas township health center |

| Abstract:Objectives: This article aims to realize the present situation and barriers in implementation of specific population healthcare in Chinas township health center, and provides scientific evidence for improving the function of basic health care facilities in rural China. Data and methods: The data of the 4th National Health Service Investigation and a survey on function and human resources of primary health care facilities were used to descriptively analyze the study. Results: The study finds that only 11.5 (44.1%) services were carried out in township health center; and the respective proportion of the first, second and third level items is 64.7%, 37.8% and 11.4%. Conclusions: Increasing quantity and enhancing capability of basic level health personnel, formulating effective incentive mechanisms, enlarging government investment in financial and material resources, and utilizing resources rationally were the key points of improving specific population healthcare function in basic health institutions in rural China. |
