| 摘要:农民工问题是我国特有的问题之一，农民工的社会保障问题是我国政府长期关注的重点问题，其重要组成部分——医疗保障问题既是亟待解决的问题，也是难以解决的原因。从制度安排看，农民工有多种制度可以参加，似乎不应有医疗保障方面的问题，但在现实中由于农民工和政策设计等方面的问题，农民工医疗保障问题往往遭遇困境。本文从总结我国现行覆盖农民工的多项医疗保险制度出发，分析碎片化的农民工医疗保险制度为农民工就医带来的问题，了解问题的原因，并提出相应的解决方案。 |

| The fragmentation of health insurance system for migrant workers and its solution |

| Abstract:Since reform and opening up, the special phenomenon of medical security for migrant workers has appeared in China. Such existence has gained great concerns from the government. The most important element of such problems is the weakness of health insurance for migrant workers., which is also the most difficult matter to be solved. Although it seems that migrant workers could participate various schemes of health insurance in accordance with the institutional arrangements. However, it is hard to be covered and benefit from the various schemes when they confront with illness risks. Firstly, this paper gives a summary of multiterm health insurance which covers the migrant workers now. Secondly, it tries to analyze the issue which is triggered by fragmentation of health insurance system for the migrant workers. Finally, it attempts to find out the reason of such phenomenon and provides solutions to cease the problem. |
