| 摘要:本研究对广东省45个社区美沙酮维持治疗门诊自开诊之日至2008年10月31日的成本和效果进行了普查，并对美沙酮门诊的绩效进行了评价。目前广东省社区美沙酮维持治疗项目平均每年花费的成本约1 443.0万元，产生的总效益达3.3亿元，效益成本比的中位数为26∶1。针对目前广东省社区美沙酮维持治疗项目在开展和实施过程中存在的不足，为全面有效地提高其绩效，在今后的工作中政府有关部门要以更加务实的态度加强交流合作；门诊点要集中精力做好治疗和辅助服务，以降低早期脱失率；制定符合广东实际的治疗对象纳入标准；进一步推进规范化建设，建立健全绩效考评机制。 |

| Performance evaluation and policy recommendations on community methadone maintenance treatment in Guangdong Province |

| Abstract:A census was conducted to study the cost and effectiveness in forty five community methadone maintenance treatment (MMT) clinics in Guangdong Province from their initial practice to October 31, 2008, and their performance were evaluated. The total cost and benefit of MMT in Guangdong Province were about 14.43 million RMB and 0.33 billion RMB per year respectively. The median of cost benefit ratio of each clinic was 26∶1. Policy recommendations for improving performance of MMT were given based on the deficiency in implementation process of MMT in Guangdong Province. This article suggests that governmental departments strengthen communication and cooperation by pragmatic attitude; MMT clinics should devote their energies to treatment and ancillary service in order to decrease the rate of early deletion; defining the standard of inclusion criteria for patients with Guangdong Provinces conditions; promoting the standardization of development, setting up new and improving existing performance assessment mechanisms. |
