| 摘要:民主监督制度属于以权利制约权力的监督模式，是社区卫生服务公益性、效率性的重要制度保障。从社区卫生服务管理特点与民主监督的内涵出发，充分考虑居民诉求，发挥社区监督的作用，从自身管理与外部监督两个层面构建有效规范的社区卫生服务民主监督制度，并通过绩效考核与强制监督手段对民主监督结果加以有效运用，以促进社区卫生服务决策民主化、管理科学化、运作规范化、监督制度化进程。 |

| Study on construction of democratic supervision system for community health service |

| Abstract:Democratic supervision is one of the power restricting modes which are the crucial system designs for public welfare and efficiency of community health service (CHS). Based on the characteristics and purpose of CHS and fully considering the demand of the clients, we construct a normative efficient framework of the democratic supervision system for CHS from the dimensions of self governance and external supervision which can help the democratic policy making and systemic supervision.
