| 摘要:在新医改的背景下，财政投入、政策导向和社会环境都为医疗保障制度提供了良好的发展机遇。本文分析了公共卫生体系、医疗服务体系和药品供应保障体系的改革对医疗保障制度的影响，并提出了促进医保制度发展的政策建设。 |

| Abstract:In the context of health care system reform，government investment, policy and social environment supply opportunities for the development of medical insurance system. At the same time, the reforms of public health service system, health care service system and a secured pharmaceutical supply system all have effects on medical insurance system. The paper analyzed these effects and finally gave some policy recommendations to promote the development of the medical insurance system. |
