摘要:目的：分析广西家庭暴力干预政策制定和执行过程中，以妇联为代表的社会组织的参与方式、过程以及存在的问题。方法：采用目的抽样法选择被访者，即政策过程的关键知情者，进行个人深入访谈。结果：针对妇女的家庭暴力是一个严重的社会问题，为遏制其蔓延，国家和广西地方政府都出台了相应的政策法规，并开展了一系列相应的社会行动。在家庭暴力干预政策制定和执行过程中，以妇联为代表的社会组织发挥了不可替代的作用。但是，目前在政策执行过程中仍存在政府主导不力和社会组织参与不足的问题。结论：家庭暴力干预政策的完善和执行力的提高应主要在四个方面有所改进，包括完善政策制定与执行、增强多部门的协作、进一步发挥妇联的作用以及调动全社会的广泛参与。

Analysis on the making and implementation of policy against domestic violence in Guangxi Zhuang Autonomous Region

Abstract:Objective: To analyze the making and implementation process of the policy against domestic violence against women, and the role of social organization within this process. Method: This research uses purposive sampling to select the appropriate key informants involving in the policy process, and collect the qualitative data by in depth interviews. Results: Domestic violence against women is a serious social problem. In order to prevent the spread of domestic violence?a number of related policies and regulations were introduced by the government at both national and local levels, with a series of corresponding social action. The social organization represented by Women Federations plays the vital role. However, due to various reasons, difficulties on implementation still exist. Conclusions: The improvement of policies against domestic violence depends on strengthening legislation, establish and perfect the multi sectoral participation and coordination mechanisms as well as the wider involvement of various types of actors.
