| 摘要:“普惠、公平”的基本医疗保障体系是医疗保障城乡统筹的最终目标，也是统筹城乡医疗保障的基本路径，“3+1”型医疗保障体系从制度上实现了医疗保障的全民覆盖，“更加公平地享有医疗保障”则成为医疗保障制度建设进程中的下一个重要目标，而统筹城乡医疗保障体系的理论研究价值亦得以彰显。在厘定城乡医疗保障体系相关概念基础上，从统筹城乡医疗保障体系的必要性与可行性出发，对统筹城乡医疗保障体系宏观目标与微观路径、统筹城乡医疗保障体系面临困难与经验借鉴等方面既有文献进行概括与总结，并作了简单小结与展望。 |

| Abstract:Fair medical security system, which is also beneficial to everyone, is the ultimate target and basic path of co ordinating medical security system between city and countryside. “3+1” type medical security system has achieved the goal of national health security in form, “more equitable access to medical care” becomes the next important task during the course of co ordinating medical security system between city and countryside. Based on these, the significance of literature regarding to co ordination between urban and rural medical security system demonstrate itself justly. After explaining some related concepts and starting from the necessity and feasibility of co ordinating medical security system between city and countryside, the article summed up literature about macroeconomic objective, microscopic path, difficulties and experiences of co ordinating medical security system between city and countryside, and made a simple summary and prospect. |
