| 摘要:德国的社会医疗保险改革在世界范围内产生了深远影响。本文从组织体制变革的视角对德国医疗保险制度的产生、发展和变革历程进行了回顾，对德国医疗保险组织的法律地位、治理结构以及运作机制进行了初步分析，并对其政府干预性与市场竞争性同步强化的改革趋势进行了探讨，认为德国医疗保险制度改革正朝着“管理式竞争”的方向在发展。 |

| Abstract:The social health insurance reform in Germany has generated a profound influence in the world. This article analyzes the development process and organization status of health insurance reform in Germany from the perspective of organization reform, and discussed the reform trend in future. It preliminarily analyzes the legal status, governance structure, and operational mechanism. In addition, it explores the reinforcing coordination of government intervention and the market competition. The paper shows that the reform was moving toward the direction of “Managed Competition”. |
