| 摘要:从2006年1月起世界卫生组织《烟草控制框架公约》在中国正式生效，“十一五”时期中国为履行该《公约》采取了一系列控烟行动，但是吸烟人数和烟草消费量仍在上升，烟草行业仍在不断“上水平”，实际控烟效果甚微。烟草已成为威胁中国人群健康的最大“杀手”，烟草业是中国最大的健康危害型产业。维护公众健康安全是中国政府履行公共安全服务的基本职能之一。“十二五”时期中国进入全面控烟阶段，在《国家“十二五”规划纲要》中应明确提出国家控烟目标，制定国家行动方案，从被动控烟转向主动控烟，从模糊控烟转向量化、严格控烟，大力发展健康友好型产业，大力限制烟草业等健康危害型产业，成为世界最积极、最有效的控烟大国，为世界全面控烟做出表率。 |

| From passive to active tobacco control: suggestions on comprehensive tobacco control in the twelfth five year period |

| Abstract:The WHO Framework Convention on Tobacco Control (FCTC) came into effective in China since January 2006. In the eleventh five year period, China took a range of actions on tobacco control in compliance with FCTC, however it turns out to have very little impact on tobacco use, which could be reflected by the rising number of smokers and the growing in tobacco consumption. Tobacco has become the biggest killer of people’s health and tobacco industry is the largest health harmful industry in China. To protect people’s health is among the government’s functions in providing public security service. We propose China to adopt the strategy of comprehensive tobacco control in the twelfth five year period. A clear national goal on tobacco control should be stated in the guidelines of the twelfth five year plan. China should also make national plan on tobacco control, and change from passive to positive tobacco control with the development of health friendly industries and restriction on health harmful industries. |
