| 摘要:目前，我国公立医院的职能划分尚不够明确，公立医院横向规模庞大，形成了大而全的体系，不利于公立医院公益性目标的实现。本文以公立医院的产权特征为出发点，结合产权经济学理论,构建模型分析有助于公益性目标实现的公立医院横向规模。本文认为在财政投入有限的情况下，为了更好的实现公益性目标，公立医院应减少特需医疗服务，集中生产那些医疗质量会伴随成本降低而下降，且质量降低对社会意义重大的基本医疗产品。 |

| The public interest nature and the optimal lateral scope of public hospitals |

| Abstract:Public hospitals in China have been expanding laterally so much which impair public interest at present, while the country has not specific standards about medical services that public hospitals supply. This paper attempts to analyze the optimal horizontal scale of public hospitals according to the property character of public hospitals. This article shows: in order to best serving pubic interest，public hospitals with the limited government financial support should focus on medical services which quality changing caused by cost diminishing leading to great social significance, on the other hand, state hospitals should be limited to supply special medical services. |
