| 摘要:以成都市武侯区城乡居民基本医疗保障政策为例，分析了造成社区卫生服务门诊统筹政策偏差的原因。主要包括门诊报销比例过低、区域人口结构特殊、定点医疗机构单一、基本药物目录狭窄、政策宣传迟滞效应等。因此，未来的政策调整应该提高门诊报销比例，调整基本药物目录，加强政策宣传，完善相应的配套政策。 |

| The policy deviation and countermeasures of pooling outpatient in Community Health Services of Wuhou District Chengdu City |

| Abstract:Taking the urban and rural residents basic health insurance policy in Wuhou District Chengdu City as an example, this paper analyzes the reasons of policy deviation about pooling outpatient in community health services. It finds that the outpatient reimbursement is too low, the population structure of the regional is special, a single designated medical institutions is singular, the essential drugs list is narrow, and the hysteresis of policy advocacy. Therefore, the policy adjustments in future should increase the outpatient reimbursement, adjust the basic drug list, strengthen the policy advocacy, perfect the corresponding policies. |
