| 摘要:我国允许外籍艾滋病病毒感染者和艾滋病病人入境的规定是形势发展和实践需要的必然，同时，也给艾滋病防治工作（宣传教育、监测、检测、流行病学调查和管理等）造成一系列的影响和调整，外籍人员就医、入学和就业等方面的政策也需要完善。文章运用政策学的规律，分析了政策的变化、引起的影响和导致的问题，并提出建议，包括：加强相关部门的配合；适时调整工作重点；完善外籍HIV感染者在中国入学、就业、就医的政策；依法处理违法犯罪的外籍HIV感染者和病人等。 |

| Effect analysis of the cancellation of immigration restrictions for foreigners with HIV/AIDS in China |

| Abstract:The rules of allowing foreigners with HIV/AIDS entering China not only are consonant with the social development and practical needs, but cause a series of effect and adjustments on the prevention of AIDS in our country (health education, monitoring, detection, epidemiological investigation and management, etc.). The policies on foreigners’ employment, medical care, school enrollment and other aspects also need to be adjusted and improved. Following the rules of policy, the article analyzes the policy changes, influence and problems, and makes some suggestions, including strengthening cooperation among relevant institutions, adjusting work center in time, improving policies on school enrollment, employment and medical care of foreigners with HIV, penalizing illegal foreigners with HIV/AIDS. |
