| 摘要:目的：分析总结改革开放以来的妇幼卫生政策，不断完善现有妇幼卫生政策体系。方法：了解政策产生的背景和目的，对每个政策进行分析归类，根据妇女儿童健康指标的变化，评价政策的作用。结果：三十年妇幼卫生政策的发展历程是主动顺应时代要求、维护妇女儿童健康权益的历程，是党和政府重视、充分体现社会公益性的历程，是围绕妇女儿童生命活动的各个环节从防治疾病到提高生存质量的历程，是法制建设不断健全、初步形成妇幼卫生政策框架体系的历程。在妇幼卫生人才队伍建设政策、投入政策、机构网络建设政策、业务管理政策、监督考核政策等方面面临着诸多挑战。结论：改革开放以来，我国妇幼卫生政策对提高妇幼卫生管理水平、服务能力和妇女儿童健康水平发挥了引领和导向作用，针对面临的挑战，需要进一步发挥政府对妇幼保健工作的主导作用，不断丰富完善妇幼卫生政策体系，充分发挥妇幼卫生政策的调控作用。 |

| Review and analysis of the maternal and child health policy since reform and opening up in China |

| Abstract:Objective: To analyze the maternal and child health policy since reform and opening up and enrich the framework of maternal and child health system policy. Methods: Knowledge the background and the purpose of the maternal and child health policy，then classify analyze every policy. At last we evaluate the effect of these policy on the basis of maternal and child health indicators. Results: The maternal and child health policy is actively adopted to meet the development requirement over time. It gives special attention to the health rights of maternal and child. The policy embodies the appreciation of the Party and the government and it represents public welfare. It covers every section of the life of women and children from disease prevention to improve quality of life. The policy is being put in place with enforcement of law and is gradually developed with the formation of maternal and child health system. However, it faces challenges and difficulties of the training of personnel, inputs, the construction of agency’s information network, operation control, supervision and assess, and so on． Conclusions: The policy brings the guiding function of raising the management level，service ability and improves the health level of maternal and child. To solve the challenges， the government should take a leading role in the wok of maternal and child health. We should constantly adjust the policy system and develop the regulatory role of the policy. |
