| 摘要:通过分析天津市卫生资源基本情况以及卫生资源区域分布、公共卫生和基层卫生机构卫生资源分布和不同行政隶属机构卫生资源分布情况，并对天津市卫生资源与全国12个城市及其他各国进行比较，探讨天津市卫生资源配置中存在的滞后于城市发展、存在结构性矛盾、医疗机构隶属关系复杂及公共卫生和基层卫生经费投入和人员配备不足等主要问题，为天津市卫生资源调整提出突出重点加快卫生资源总量增长，调整城乡卫生资源配置二元结构，打破隶属关系建立大卫生观以及加大政府卫生投入力度，加强公共卫生及基层卫生资源建设等政策建议。 |

| Analysis on status quo of health resources in Tianjin |

| Abstract:To investigate the situation of health resources allocation in Tianjin, the research team compared the health resources allocation in different components of the urban health system, analyzed the per capita health resources. The papers also used Rank sum ratio to compare the situation of health recourses allocation of Tianjin with 12 cities in China and other countries. The results show that health resources in Tianjin are seriously inadequate and fall behind the city development. Structural contradictions of health resource allocations are still prominent. The analysis shows a very complicated management structure in which hospitals are subordinated to different authorities. Investment of financial and human resources to public health and basic health services are not enough. The paper suggests to further increase the city health resources investment. The urban rural dual structure of health resource allocation issues should be adjusted; hospitals’ affiliation relationships with management authorities should be broken; investment of financial and human resources to public health and basic health services should be increased. |
