| 摘要:从政府财政补偿能力、参保居民缴费能力和医保基金收支情况三个方面分析了浙江省城镇居民基本医疗保险制度的可持续性。浙江省财政实力雄厚，城镇居民收入水平较高，具备较强的缴费能力，能够为城镇居民基本医疗保险的可持续发展提供坚实的物质基础。另外，浙江省城镇居民基本医疗保险统筹基金存在着短期结余过多和长期收不抵支的矛盾。最后，提出了明确政府的财政投资责任，加强基金监管，加快医疗保险立法等措施，来促进制度的可续发展。 |

| Analysis on the sustainability of basic medical insurance for urban residents in Zhejiang Province |

| Abstract:This paper analyses the sustainable development of basic medical insurance for urban residents in Zhejiang Province, in terms of government’s ability to subsidize the insurance, residents’ ability to pay the premium and afford health care expenditure, and income and expenditure of insurance funds. Provincial government in Zhejiang Province has the reasonable financial capacity to subsidize the medical insurance. Urban residents in Zhejiang have relatively higher income than other provinces, and therefore higher ability to afford the premium. These factors provide a solid material base for the sustainable development of urban medical insurance. In addition, medical insurance funds for urban residents in Zhejiang Province have excessive balance in the short term, but bear a high risk of running into deficit in a long term. Finally, the paper puts forward policy recommendations to promote sustainable development of the system. This includes: improving government’s responsibility in financial investment, strengthening the supervision of funds, and speeding up the development of medical insurance law. |
