| 摘要:立法过程的缓慢并不意味着国家精神卫生政策就停滞不前或没有进展，本研究试图对中央政府推进精神卫生立法及其相关的政策制定的努力进行历史分析，以解释精神卫生法制定过程缓慢的内在根源。研究发现精神卫生立法过程具有若干重要的特征，包括：有利于精神卫生立法制定的宏观环境和条件一直处于变动之中，从而使得该立法过程不断地被一拖再拖下去。精神卫生立法制定具有显著的渐进主义特征：应急性和长期制度建设的兼顾。精神卫生立法及其相关政策的制定还具有高度的成本节约特征。 |

| he incremental logic of China mental health policy making: An interpretion toward the road of mental health legislation |

| Abstract:Slow legislation process doesn’t mean the national mental health policy has not developed in the past. By exploring how much effort Chinese central government has made to push the process of mental health Legislation, this study reveals some important results that the changing macro political environment kept delaying the Legislation process. Some obvious characters of Legislation process show the gradual features in terms of the combination of timely coping with long term institutional construction, and as well as cost saving in making policies. |
