| 摘要:以色列作为中东地区以犹太人为主体的国家之一，于1995年即建立起全民医疗保障体系，通过治理和补偿机制改革致力于提高公立医院的独立性，建立良好的转诊和协同医疗体系，注重医院内部管理和资源整合，改革人事收入分配制度，提高医生待遇，在公立医院改革方面积累了丰富经验。改革的主要特点是致力于治理和补偿机制改革，提高公立医院自主性；建立起良好的转诊和协同医疗体系；改革收入分配制度，调动了医务人员的积极性，对我国公立医院改革也具有深刻的借鉴意义。 |

| The main practices and features of public hospital reform in Israel |

| Abstract:Israel is a mid east Country whose population is dominated by Jewish, in 1995, the nationwide healthcare insurance system was established in Israel, under this system, the independence of the public hospitals have been enhanced through the reform of governance and compensation, and an effective referral and service coordination mechanism across care levels have been developed, the system has focused on the internal administration and resource integration within public hospitals, and reformed the human resource and revenue allocation policy, the income of the doctors have been raised. Extensive experiences have been obtained in terms of the reform of public hospitals. The main reform features are to improve the autonomy of public hospitals by governance and compensation mechanism, setting up good referral and coordinated health care system, reforming income distribution system and stimulating the medical staff 's initiative, which can be referenced in China’s public hospital reform. |
