| 摘要:随着经济社会的持续发展，国民对社会公平诉求越来越强烈。推进城乡统筹是实现权利公平、机会公平、规则公平的有效途径，在医疗保险上尤为如此，医疗保险城乡统筹是三个公平的集中体现，通过消除隐性的不公平，实现“公平医保”的实质公平。从实现的路径来看主要通过一制多档，统一管理、经办，共享信息，提高统筹层次等途径逐渐实现医疗保险城乡统筹。 |

| Discussion on coordinated development of the urban and rural social medical insurance from the perspective of three fairnesses |

| Abstract:With China’s continued economic and social development, the national social equity demands are becoming more and more intense. Coordinating urban and rural areas is an effective way to realize fair rights, fair opportunities and fair rules, particularly in the area of health insurance. Coordinating the Medical insurance of urban and rural areas is a concentrated expression of three fairnesses. Through eliminating recessive unfairness, medical care can reach the essential fair. The main point of view from the path to achieve is that through a multiple pronged approach consisting of unified management, managers, shared information, and improving the overall medical insurance system to gradually coordinate the medical insurance of urban and rural areas. |
