| 摘要:按照世界卫生组织对基本药物的定义，从可获得性、可负担性和合理用药三个方面，对国内外相关评估方法及指标进行综述，为基本药物制度效果评价研究提供方法学参考。世界卫生组织等国际机构对基本药物制度的效果评价提出了多维度的评价指南，为我国进行该方面研究提供了借鉴。目前我国基本药物可获得性研究多停留在描述性统计分析，可负担性研究较少涉及地域间的横向对比，对合理用药的评价尚不规范，基本药物制度效果评价亟需与国际多维度的分析框架和关键评价指标接轨，并关注政策执行过程与效果的结合，以展开系统而有效的政策评估。 |

| Review on the effect evaluation of essential medicine system |

| Abstract:In this paper, We summarize several evaluation methods at home and abroad that are based on the WTO division method of essential medicine, and provide references for empirical research of essential medicine. The division method capitalizes on the availability, affordability, and rational use of essential drugs. We conclude that WHO and other international organizations put forward multi angle and multi dimensional evaluation guides and provide a good reference for China. However, most research in this field in China is focused on descriptive statistical analysis. The limited range of the survey meant that this research did not have an adequate focus on the comparison between different places. To research the effects of implementing essential medicine, researchers have to rebuild an evaluation standard and widen their ideas on analysis in order to make evaluation valuable. |
