| 摘要:目的：了解流动青少年的生殖健康服务需求以及为其提供服务的现状与现有相关政策的基本情况，探索设计适应青少年特点的生殖健康政策体系及相应的服务模式。方法：本研究主要采用文献资料综述和相关政策评估等定性方法，通过专题座谈会、个体访谈和实地考察等方法收集定性资料。结果：青少年生殖健康服务的政策环境尚未形成，青少年生殖健康教育虽然已经起步，但服务相对滞后，现有服务与流动青少年需求存在较大差距。建议：首先需要良好的政策环境，其次应建立有效的工作机制，相关政府部门应提升面向青少年的生殖健康服务管理，并在探索和创新的同时总结和推广成功经验。 |

| Abstract:Objective: To understand the reproductive health needs of young migrants and services available to them, and to understand related policies and explore an appropriate policy system and service model for migrant youth. Methods: This is qualitative research that includes a document and policy review and fieldwork. Qualitative information was collected by focus group discussion, individual interview, and observation at study sites. Results: There is no favorable policy for providing reproductive health services to adolescents. Relevant services are lagging given the existing reproductive health education to adolescents. There is also a big gap between available services and the needs of young migrants. Recommendation: A supportive policy system is the key to ensuring sexual and reproductive health for all adolescents and ensuring an effective service-provision approach. Relevant government departments should improve management and service capacity for adolescents, explore and be innovative when searching for appropriate approaches, and review and introduce successful experiments. |
