| 摘要:新型农村合作医疗制度发展十年，使我国农村居民的健康保障水平发生了根本性转变，对在全国范围内达到医疗保障全民覆盖的发展目标发挥了关键性作用。本文从政治效应的角度对新型农村合作医疗制度建设进行了梳理，认为新型农村合作医疗制度不仅取得了积极的经济效应和健康效应，更重要的是在践行科学发展观、保障和改善民生、体现政府良治等方面发挥了积极的政治效应，是全面实现小康社会的重要推动力。 |

| Analysis of the political effects of the New Rural Cooperative Medical Scheme |

| Abstract:The New Rural Cooperative Medical Scheme (NRCMS) has developed for more than ten years and the operation mechanism and basic framework of it have been basically formed. So, summarizing the systemic construction and empirical effect it is of positive significance for promoting the systemic sustainability. This paper analyzes the systemic construction of NRCMS from the perspective of political effect and reaches a conclusion that NRCMS not only caused positive economic effects and health effects but also caused political effects on such aspects as the practice of scientific concept of development, safeguard and improvement of livelihood and exhibition of good governance and so on. In a word, NRCMS has promoted the social and economic development obviously. |
