| 摘要:构建医疗联合体协同服务体系在新医改背景下对于建立有序、有效的新型医疗卫生服务体系具有重要作用与意义。在当前环境下建立这一服务体系难以通过行政化手段或医保报销手段实现，可行之路是采取权益交换的方式，而医疗联合体协同服务是实现权益交换的关键组成和有效保障。同时实施医疗联合体协同服务是探索医保支付方式改革的实施平台，是推进公立医院改革的重要途径和未来医院集团化的基础探索，具有重要的政策价值与现实意义。 |

| Policy value and practical significance of the synergistic service of medical association in China |

| Abstract:In the background of carrying out the new health system reform to build the synergistic service mechanism of medical association has an important role and significance on the establishment of a new orderly, effective health service system. In the current environment,it is a good choice to build the system by equity-exchange rather than administrative instruments and medical insurance reimbursement. The collaboration service provided by medical association is the critical component and effective protection to establish the equity-exchange. Meanwhile, the collaboration service is an implementation platform to explore the of the payment reform of medical insurance, an important way to promote the Public Hospital Reform, and also a fundamental exploration of the hospital group in the future. |
