摘要:单位体制是公立医院重要的制度环境,对公立医院体制机制改革具有重要影响。本文试从单位制度理论对公立医院的组织定位、组织特征解释入手,分析单位制目标和功能多元化、单位级别化以及依附性等特征对我国公立医院的影响,结合深化医改和事业单位分类改革的宏观制度背景,探索公立医院体制机制改革的思路,包括细分公立医院职责、明确专业目标和功能定位,以现代公益事业法人治理改革试点实现公立医院管理体制的突破,建立基于契约的聘用关系,促进人才流动。 |

A study of unit system effects on public hospital in China |

Abstract:Public institution management system is the crucial institutional environment of public hospital, and plays an important role in public hospital system and mechanism reform. This article interpreted the organizational characters and location of public hospital by unit system theory, and analyzed some main features which effect on public hospital, including multi-sunction, systematic levels and reliance. By analysis of background on health care reform and classified reform of China public service unit, the author expects to explore the ideas of public hospital systems and mechanisms reform, including clarifying public hospital function orientation, structuring corporate governance of modern public service legal person, and building employment relationship based on contract. |
