| 摘要:随着人口老龄化加快，老年健康产业需求巨大，但我国老年健康产业仍处于起步阶段，产业链短、集群效应差、缺乏规范化和标准化运作、供需不平衡、政府重视程度不足和消费需求与行为间时滞性显著等问题突出。因此，要实现我国健康老龄化并充分利用“银色浪潮”这一战略发展机遇期，将老年健康产业放在战略性新兴产业视角加以鼓励、扶持极其必要。本文在理清老年健康产业定义的基础上，从战略性新兴产业视角出发，呼吁确立财税倾斜、健全立法、纳入国民经济规划等发展思路，并提出建立“三个联合”和“一个龙头”、“点—线—面”层层推进、建立行业协会、探索连锁经营模式和人才培养等对策建议，以促进老年健康产业发展。 |

| Thought and measures of elderly health industry development：The perspective of emerging strategic industries |

| Abstract:With an ageing population, the demand for geriatric health care is huge. Although there is huge demand for these services, China's geriatric health industry is not developing adequately. The problems are short industry chain, poor industrial clusters, lack of standardization and standardized operation, the imbalance between supply and demand, lack of government attention, and a time lag between customer demand and behaviors. These problems are serious. To ensure healthy aging and take advantage of the great opportunities "Silver Wave" provided for China, the geriatric health industry should be developed as an emerging strategic industry. This article proposes solutions such as establishing a preferential tax policy, perfecting legislation, and putting the industry into the national economic planning. The suggestions that the establishment of union on three aspects and leader of the companies, promotion of the industry gradually, the establishment of industry associations, exploring the business model and personnel training are also put forward to promote the development of geriatric health industry. |
