| 摘要:目的：探讨先“看病后付费”政策目标群体的预期障碍及相互影响机制，为政策完善和推广提供参考。方法：通过政策属性研究、描述性分析和重要性象限等方法对预期障碍进行定性、定量分析。结果：管理者最担心政策资源条件不完备和医疗服务质量降低，医生最关注患者欠费后的追讨与赔付，患者最关注个人负担费用增加。预期障碍相互影响最终汇集成患者欠费问题。医生是需要重点关注的目标群体。目标群体克服政策预期障碍的信心总体较高。结论：通过合理的政策设计，完备政策资源条件，强化内部管理，提升医疗机构服务水平和能力，提高患者政策认同，保障政策顺利推广和实施。 |

| Abstract:Objective: To explore the mechanism of interaction of expected obstacles of target groups on treatment before payment, and provide a reference for perfecting policy. Methods: We use policy property analysis, descriptive statistics, and importance quadrant to analyze the expecting obstacles. Results: Managers are most worried about a lack of policy resources and the decline in quality of medical services. Doctors are concerned about how to chase patient arrears and share responsibilities. Patients are most concerned about increase in medical expenses. Those expecting obstacles influence each other and the interested groups focus their attention on the problem of patient arrears. Doctors should be concerned most. The confidence of target group to overcome the expected obstacles is high. Conclusions: To promote and implement the policy, reasonable policy design, perfected policy resources, strengthened internal management to improve medical service quality and ability and improving patient acceptance of policy should be adopted. |
