| 摘要:卫生技术评估是对卫生技术影响进行系统评估的一种综合政策研究，国际上已广泛应用于医疗保险支付范围确定、卫生技术价格制定、新医药技术准入等方面。本文探讨了卫生技术评估在国内外的应用进展，归纳了国际卫生技术评估发展的模式和特点，分析了我国卫生技术评估的进展及存在问题，并提出了进一步发展的政策建议，为我国政府开展第三方医疗服务评价，特别是发展卫生技术评估事业提供决策依据。 |

| Abstract:Health technology assessment (HTA) is a comprehensive policy research on the impact of health technology, widely used to determine the scope of medical insurance payments, set health technology prices, and access new medical technology in the international community. This paper discusses the progress of international and domestic application of HTA, summarizes the development modes and features of international HTA, analyzes the progress and existing problems of HTA in China, and puts forward policy recommendations for HTA further development so as to provides a basis for the Chinese government to develop third-party evaluations of medical services, particularly the development of HTA. |
