| 摘要:国家发展改革委提出取消大部分药品政府定价，医保目录内药品以医保支付标准进行支付。在市场价格的基础上形成医保支付标准，因此收集和整合药品市场价格信息成为实施这一政策的关键。药品价格指数可以整合药品市场价格信息，反映药品价格的变化水平。本文通过分析医保支付标准制定的需求，明确应当以分位价格指数的方式制定医保支付标准。通过介绍德国参考定价来具体说明利用分位价格确定医保支付标准的做法，并且引入不同的药品价格指数来分析药品价格变化的原因，为医保支付标准的制定和调整提供依据。 |

| Abstract:National Development and Reform Commission proposed to abolish government pricing for most of drugs, and the drugs within the National Drug Reimbursement List (NDRL) should be paid by health insurance payment standards. The health insurance payment standards should be formulated based on the market price. Therefore, the collection and integration of the pharmaceutical market price information becomes the key to implementing this policy. The drugs' price index can integrate the pharmaceutical market price information and reflect changes in the levels of drug prices. Through analyzing the needs for health insurance payment standards, this paper points it clear quantile price index is must in the formulation of health insurance payment standards. By introducing the German reference pricing, this study specifies the methods using quantile price to determine health insurance payment standards, analyzes the reason for changes in drug price levels by introducing different price indexes, and provides a basis for the formulation and adjustment for health insurance payment standards. |
