摘要:目的:从数量、质量和配置公平性等几个方面分析我国疾病预防控制机构人员队伍的现状,并探讨人才队伍建设中现存的问题,为政府决策提供基础依据。方法:描述性分析我国2009年和2014年疾病预防控制人员的数量、学历、职称、年龄等基本情况及其变化,采用基尼系数评价我国2009年和2014年疾病预防控制人员配置情况。结果:2009—2014年间,我国疾病预防控制人员数量下降了2.5%,卫生技术人员总数下降了4.1%。人员素质方面,研究生学历的比例从2.8%上升至4.9%,本科学历的比例从22.7%上升至29.3%,高级职称人员占比略有增加, 其中执业(助理)医师中正高级职称人员占比从12.5%上升至14.5%;年龄结构方面,45岁以上人员占比从40.2%上升至42.0%,呈现老龄化趋势;人员配置方面,2014年全国有22个省级行政区疾病预防控制机构人员低于编制标准。从公平性角度看,各省级行政区间疾病预防控制机构人力资源配置水平存在差异,按人口分布基尼系数在0.2左右,公平性好,按地理面积配置基尼系数在0.55左右,处于高度不公平状态。结论:我国疾病预防控制机构人力资源存在数量不足、质量不高、人才队伍老化、地区间发展不均衡等问题。 |

Current situation of human resources and distribution equity in the Center for Disease Control and Prevention in China |

Abstract:Objective: Based on the analysis of the current situation of human resources distribution in the Center for Disease Control and Prevention (CDC) in China, this study aims to provide evidence for the government to enact proper strategies from the perspective of quantity, quality, and distribution equity. Methods: The research is studied through conducting a descriptive analysis on the quantity and quality of the CDC personnel in 2009 and 2014, and evaluating the distribution equity through education, job title, age and changes by Gini Coefficient. Results: The number of the CDC personnel had declined by 2.5%, and the total number of health workers fell by 4.1% from 2009 to 2014. Concerning the quality of personnel in disease control institutions, the ratio of the personnel with Masters degree in the CDC increased from 2.8% to 4.9%, the proportion of the personnel with Bachelors degree from 22.7% rose to 29.3%, a slight increase was observed with the personnel with senior title, among which the medical practitioner (assistant) physicians with senior title accounted for increased from 12.5% to 14.5%. On age structure, the proportion of the CDC staff personnel accounted for more than 45 years of age increased from 29.5%to 30.6%, which shows a trend of ageing. From the perspective of human resources allocation, there are 22 provinces in total with their personnel allocation below the staffing standards. From the perspective of equity, there is a difference between the provincial-level administration of human resources allocation intervals in the disease prevention and control. The Gini coefficient as per population distribution was around 0.2, which indicates good equity; and seeing from the geographical area configuration, the Gini Coefficient was approximately 0.55, which shows great disparity. Conclusion: The situation of disease control and prevention personnel in China needs to be improved in terms of quantity, quality and distribution equity of its personnel. Simultaneously, the ageing problems and uneven regional development cannot be ignored as well. |
