| 摘要:家庭医生制度的探索具有自身发展的客观规律，任何超越当前发展阶段的改革会因缺乏根基土壤而难以长期为继，容易陷入“为改革而改革”的形式主义误区。本文通过系统化总结长宁区家庭医生制度建设的发展历程与经验，探寻出渐进式的改革路径中遵循的基本政策脉络，即完善硬件设施、转变功能定位、创新服务模式、搭建协同平台、构建动力机制五个螺旋式上升的逻辑阶段，以期能对各地家庭医生制度实践产生一定的指导意义。 |

| Abstract:The exploration of the family doctor system has its own objective laws of development. Any reform beyond the current stage of development is difficult to continue for a long time and vulnerable to the “change to change” formalism errors due to the lack of foundation. Based on the specific experience from Changning District, this paper analyses the basic policy logic that the Family Doctor System should follow and summarize a systematic five-stage or gradual process, i.e. increasing hardware facilities, transferring service ability, promoting innovative service models, building collaborative platform, and to build a momentum mechanism. It will have a firm significance to the practice of the family doctor system in other cities. |
