| 摘要:家庭医生制度在我国医疗卫生体系中发挥着日益重要的作用。英国模式的经验表明家庭医生制度的建立需要四大基本要素，即健全的人才队伍、有效的激励手段、畅通的转诊渠道、居民需求服务导向。我国家庭医生本土化的过程中这四大要素仍然较为薄弱，如何在此现实条件下推进家庭医生制度的发展成为亟需解决的问题。本文以上海市虹口区为例，从组织创新的角度探讨家庭医生在我国的推进策略，挖掘其价值贡献以及对我国家庭医生发展的政策启示。 |

| Abstract:The Family Doctor System has played and is still playing an increasingly significant role in Health Care System in China. The British GP experience shows that a Family Doctor System requires four elements to be successfully established; namely sound personnel, effective incentive approach, smooth referral channels, and service-oriented needs of residents. Currently, the family doctor localization process of these four elements is still relatively weak in China. The very urgent problem becomes how to promote the development of the Family Doctor System under realistic conditions. This paper reveals a promotion strategy from the organizational innovation perspective considering a case from Hongkou District, Shanghai, all through the investigation of the Family Doctor System Performance while taping the strategic value of contributions and policy implications for the development of family doctors. |
