| 摘要:“将健康融入所有政策”是WHO提出的旨在改善人群健康和健康公平的公共政策制定方法，它要求各部门系统地考虑公共政策可能带来的影响，寻求部门之间的合作，避免政策对公众健康造成不良影响。但目前关于如何在我国实现“将健康融入所有政策”仍存在认识不足、理解不清及实施策略不明的问题。鉴于此，本文基于WHO发布的《实施“将健康融入所有政策”的国家行动框架》，结合我国国情、部分国家实施经验及相关理论，详细分析“将健康融入所有政策”，以增强各方对其理解力，推进在我国的顺利实施。 |

| Analysis of the impact of strong understanding on the primary implementation strategy of“Health in All Policies” |

| Abstract:"Health in All Policies"(HiAP) is an approach to the formulation of public policies designed to improve the health of the population and the health equity by WHO. In order to avoid the adverse effects of policy on public health, it calls for various departments to consider the possible health effects of public policy and seeks cooperation between different departments. But at present, there are still some problems about how to realize "Health in all policies" in our country, just like lack of awareness, unclear understanding and unclear implementation strategy. For that reason, this paper based on the "HiAP Framework for Country Action" released by WHO in January 2014, combined with China's national context, the implementation of the experience of various countries and correlation theories, has made a detailed analysis about the HiAP. This paper enhances the strong understanding of each party of the HiAP and promoting the smooth implementation of HiAP in China. |
