| 摘要:非政府组织在全球健康治理中发挥着日益重要的作用。本研究筛选了10家在全球健康事务中有重要作用的关键非政府组织，总结非政府组织参与全球健康治理的工具，包括：“产生知识和证据”、“合作”、“参与”、“协商一致”、“透明性”、“组织建设”、“制定政策或战略方向”、“责任”和“规制”九个维度。实施型、倡导型、支持型和综合型非政府组织在参与全球健康治理的工具选择上具有共性和各自侧重点。中国应努力培育本土非政府组织，同时应注重其“透明性”、“参与”与“合作”。 |

| Research on the governance tools of international NGOs participating in global health |

| Abstract:Non-governmental organizations (NGOs) are playing an increasingly significant role in global health governance. This study selected ten key NGOs that play an important role in global health affairs and summarized the tools employed by NGOs participating in global health governance, including nine dimensions:"Generating information and evidence/intelligence", "Cooperation (Partnerships)", "Participation", "Consultation", "Transparency", "Organizational adequacy/system design", "Formulating policy/strategic direction", "Responsibility" and "Regulation". Four types of NGOs including Operational, Supportive, Advocacy and Integrated ones presented commonness and their priorities in the selection of tools to participate in global health governance. Meanwhile, China should strive to nurture local NGOs, which should pay attention to "Transparency", "Participation" and"Cooperation (Partnerships)". |
