| 摘要:目的：构建以人口健康信息化主管部门为评价主体，对人口健康信息化发展水平进行测度的综合评价指标体系。方法：分别应用德尔菲法、层次分析法、综合指数法、数理统计等方法确定评价指标内容、各项指标的权重及组合权重、构建综合评价模型以及检验评价指标体系的信度、效度和区分度。结果：建立人口健康信息化发展水平综合评价指标体系，包含信息资源建设，信息化基础设施建设，信息技术应用，信息化筹资，信息化人才和信息化政策、规划与标准等6个一级指标、16个二级指标和33个三级指标的三阶层次结构模型及指标权重；构建了综合评价模型，并对指标体系进行了信度、效度及区分度检验。结论：指标体系可以用于人口健康信息化发展水平的综合评价，对人口健康信息化建设具有一定的指导意义。 |

| Study on the establishment of evaluation system for population & health informatization |

| Abstract:Objective:The present study aims at setting up an evaluation index system aiming at providing a set of measurement tools for population & health informatization developing level for administrative departments. Methods:Delphi method, analytic hierarchy process, Synthetic Index Method and some mathematical or statistical methods were used respectively to select the primary indexes, calculate the weight and combined weight of each index, build up the synthetic evaluation mode,and test the evaluation system. Results:According to the results of this work, the evaluation index system has been established which is composed of 6 level 1 indexes, 16 level 2 indexes, and 33 level 3 indexes, and it covers 6 aspects, such as information resources construction, information infrastructure construction, information technology application, informatization talents and the information policy, planning, and standards. The weights of these indexes were also calculated. The synthetic evaluation model has been built. Finally, the reliability, the validity and the discrimination of the evaluation system were tested. Conclusions:The evaluation index system has been established, which is able to be used in the evaluation, and to some extent guide the work of population & health informatization construction. |
