“互联网+”食品模式、安全监管困境与策略研究

摘要:“互联网+”食品是把互联网和食品两个不同的行业融为一体所产生的一种新业态，与传统实物市场相比，“互联网+”食品市场呈现出交易网络性、准入门槛低、信息不对称等新特征，也导致“互联网+”食品安全监管出现了交易监管空白、消费维权困难、行业制度缺失、监管能力受限等新问题，传统的“审、查、罚”监管方式已无法适应“互联网+”食品安全监管的需求。本文在分析“互联网+”食品模式、安全监管困境的基础上，提出了运用互联网思维和互联网技术的“以网管网”思路，以期创新“互联网+”食品安全监管策略。

“Internet+” food model, safety supervision dilemma and countermeasure strategy

Abstract:Internet+ food is a new form of business emerged after the integration of the two different industries of internet and food. Compared to the traditional physical market, there are some new characteristics such as trading network or network of transactions and accuracy, low access threshold, asymmetric information and so forth in the "internet+" food market. This also leads to new problems, namely the transaction regulatory gaps, difficulties in protecting consumer rights, lack of protected industry system, and limited regulatory capacity. The traditional "trial, investigation and punishment" supervision mode has been unable to meet the needs of "internet+" food safety supervision, which is also another problem which occurs thereof. Based on the analysis of the "internet+" food model and safety supervision dilemma, this paper puts forward the idea of "using a network management network" which employs internet thinking and internet technology in order to upgrade the "internet+" food safety supervision countermeasure.
