| 摘要:随着国家卫生城市数量的增多，这些城市面临的问题不再是如何建成国家卫生城市，而是如何实现国家卫生城市的长效管理。本文以国家卫生城市数量最多的江苏省为例，从阐述江苏省不同经济基础地区（苏南地区、苏中地区、苏北地区）国家卫生城市的运行机制入手，分析存在的问题，发现江苏省国家卫生城市长效管理运行机制存在参与机制相对单一、市场化机制不够健全、高位协调机制不够通畅、网格化数字化的管理机制不够成熟、行政执法机制不够完善的问题，建议在确立多元化参与机制、完善高位综合协调机制、健全长效管理的市场化机制、完善网络化数字化的管理机制、改进城市管理行政执法机制五个方面进一步改进。 |

| Study on operational mechanism of long-term management of national health city: A case study of Jiangsu Province |

| Abstract:Sincethe number of national health cities in China is on increasing trend, the problems faced by these cities are no longer how to build them, but how to achieve their long-term management. This paper uses Jiangsu Province which has the largest number of national health cities as an example. It starts by definingthe operational mechanism of long-term management of national health cities in different economic base areas of Jiangsu Province(Southern, Central and Northern areas of Jiangsu), it analyzes the problems of operation mechanism therein, and puts forward some policy recommendations. The results pointedout thatproblems exist in operational mechanism of long-term management of national health cities in Jiangsu.Among the highlighted problems are defined the participation mechanism which is relatively simple,the marketization mechanism is not sound enough, the high-endcomprehensivecoordination mechanism is not smooth, grid-based digital management mechanism is not mature enough, and the administrative law enforcement mechanism is not perfect. It is recommended to establish diversified participation mechanism, to improvethe high-end comprehensive coordination mechanism, to perfect the market-oriented mechanismfor long-term management, to improve the grid-based digital managementmechanism, andto improve the administrative law enforcement of urban management mechanism in order to make betteroperational mechanism of long-term management of national health cities. |
