| 摘要:通过界定贵州、河南、四川的部分地区健康扶贫对象，分析健康扶贫“组合拳”的方案及其效果等，提出了医疗保障制度推进健康扶贫的一些思考：一是健康扶贫不仅要关注当前，还要结合实际关注因病致贫风险人群；二是城乡居民医保是“组合拳”的核心，相对倾斜支持，合理控费更关键；三是加强医疗保障制度间的全过程衔接，切实做好健康扶贫；四是合理确定保障水平，规避道德风险；五是推进健康扶贫关口前移，减少因病致贫和因病返贫是关键。 |

| Abstract:This paper analyzes the subject definitions, comprehensive measures and effectiveness on healthy poverty alleviation in Guizhou, Henan and Sichuan provinces. It puts forward some conclusions as follows:firstly, health poverty alleviation need to pay more attention to people who at the risk of poverty caused by illness; secondly, the basic insurance for urban and rural residents do actually play a fundamental role in the comprehensive measures, but cost control is more important than a relatively inclined support; thirdly, it is necessary to strengthen the linkage of the whole progress on comprehensive measures; fourthly, the reimbursement ratio needs to be developed reasonably to avoid moral hazards; and fifth, the disease prevention measures can reduce poverty caused by illness in a long-term change. |
