| 摘要:目的：厘清各省级医疗联合体政策支持体系。方法：通过互联网检索各省（自治区、直辖市）政府出台的医疗联合体政策文件，基于扎根理论研究方法，借助Nvivo11软件对政策文本进行编码。结果：经过三级编码，最终提炼出地方政府政策支持医疗联合体建设的99个概念、28个范畴和12个主范畴、3个核心范畴，在此基础上，构建出地方政府政策支持医疗联合体建设的政策支持模型，该模型主要包括理念引导层、内部管理层、外部支持层三个层次。结论：充分发挥政府主导作用，加强对医疗联合体建设的理念引导，是医疗联合体建设的重要动力。逐步健全成员协作机制，优化医疗联合体建设的内部管理，是医疗联合体建设的重点环节。不断完善相关配套措施，增强医疗联合体建设的外部支持，是医疗联合体建设的重要保障。 |

| How do local government policies support the construction of healthcare consortiums: Research on policy text based on Grounded Theory |

| Abstract:Objective:To carry out an investigation and provide clarifications on the provincial government policy support system in the construction of healthcare consortiums in different areas of China. Methods:The policy documents of healthcare consortiums issued by the provincial governments (autonomous regional, municipal) were retrieved through the Internet. Based on the Grounded Theory research method, the policy texts were coded with the aid of Nvivo11 Software. Results:After 3-grade coding, 99 concepts, 28 categories, 12 main categories and 3 core categories of local government policy support for the construction of healthcare consortiums were finally extracted. On this basis, a local government policy support model for the construction of healthcare consortiums was constructed, mainly including three layers, namely the concept guidance layer, internal management layer and external support layer, respectively. Conclusions:Giving full play to the leading role of the government and strengthening the concept guidance is an important driving force for the construction of healthcare consortiums. Gradually perfecting the cooperative mechanism of members and optimizing the internal management of medical consortia are the key links in the construction of healthcare alliance. Continuous improvement of relevant supporting measures and enhancement of external support are important guarantees for the construction of healthcare consortiums. |
