| 摘要:中国失能群体尤其是失能老人的长期照护问题日益凸显，自新中国成立以来，长期照护服务政策经历了雏形时期的初探、培育时期的探索与转型、进入政策视野时期的正规化发展、完善体系时期的井喷发展四个阶段。长期照护服务制度定位从依附型走向独立型，理念从保基本到赋能与独立，覆盖范围从补缺型到普惠型、从普通型到特殊型，社会化与在地养老程度不断提高。文章认为把握服务发展逻辑的同时，要正确认识长期照护服务的理念与定位，建立健全长期照护服务体系需要国家、社会、市场与家庭协同担责，不断提高服务的精准度，促进非正式化长期照护服务的发展。 |

| Policy evolution and development logic of long-term care service in China |

| Abstract:The problem of long-term care for disabled groups, especially the disabled elderly, has gradually become prominent in China. Since the founding of New China, the long-term care service policy underwent four stages of evolution and development including the initial exploration in the embryonic period, exploration and transformation in the cultivation period, regular development in the policy vision period, and blowout development in the system improvement period respectively. The orientation of long-term care service system has changed from dependent to independent type, from basic protection to empowerment and independence, from complementary to inclusive type, and from ordinary to special type. In addition, the degree of socialization and local elderly support had been continuously improving. This paper suggests that, while grasping the logic of service development, the concept and orientation of long-term care service be correctly explained, and the long-term care service system should be established and improved. However, this requires the cooperation of the state, society, market and family, and a constant improvement of the service accuracy and/or quality together with the promotion of informal long-term care service development. |
