| 摘要:基于文献分析和归纳辨析，本文就如何构建可持续、有成效的紧密型医疗联合体进行讨论，辨析了四个关键问题，提出六条政策建议：政府就联合体构成策略和结构发挥主导作用，建立适宜的紧密型联合体治理结构，在强化全科建设的前提下借力联合体加强基层人才培养，设计恰当的机制形成内外合力，激励上级医院主动、持续帮扶基层，加快信息联通后价值的深度挖掘等。 |

| Analysis of the key issues and policy prospects on the close-knit medical alliances in China |

| Abstract:Based on the literature analysis and inductive analysis, this study focused on how to mobilize the enthusiasm of all parties to build up sustainable and effective close-knit medical alliances in China. This article isolates and analyzes four key issues. The following six policy recommendations are put forward:(1) the government should play a leading role in the formation of the medical alliances. (2) Suitable governance structure should be set up. (3) Primary healthcare talent training should be strengthened based on the cultivation of general practitioners. (4) Appropriate mechanism should be designed to establish internal and external synergy. (5) High-tier hospitals should be encouraged in the initiative to help the primary healthcare hospitals. (6) Deep mining of the value of information should be speed up. |
